Fixation tables for Col (TS) issued. And secondly : yes it’s true, in a welcome move, PBOR of the three services can now purchase cars from CSD

Before I start with the main post, some news for Colonels (TS). Corrigendum to SAI 3/S/08 has been issued and complete tables including stagnation modalities have been forwarded by the MoD, and the fixation is not bad, happy counting !!! (Thanks to my friend 'D Square')

Now the main post. Consequent to some press reports, there was confusion amongst some establishments and retired personnel whether PBOR have actually been authorised the purchase of four-wheelers from CSD. The answer is in affirmative.

In a welcome move, PBOR have been included in the ‘entitled’ category for purchase of cars subject to some light restrictions.

The new rule shall be made applicable w.e.f 01 January 2009. JCOs and equivalent would be able to buy cars once in five years and for other ranks a seven year restriction has been imposed. A minimum service requirement of 15 years has also been imposed for both serving and retired PBOR wanting to purchase cars from CSD. Though I’m usually not cynical, in my humble (and personal) opinion, I feel we need to re-visit and reconsider this 15 year service requirement since it results in exclusion of personnel who are invalided out of service with disability / war Injury pension before completing 15 years. And of course there may be PBOR with lesser years of service who may want to purchase cars. Also I feel we need to be more magnanimous with our in-house policies like these and do away with such self-imposed policy fetters. But I guess with time such teething problems would be ironed out. A welcome start though.

Well, the restn could be to guard against its perceived misuse..case in point CSD Liquor!

i think you used the right word : PERCEIVED.
The misuse is all in the mind. Does the QMG branch think that it is only PBOR who can indulge in misuse ? they have also imposed a restriction on ECOs, even ECOs with 5 yrs + service can only buy cars and not other. as navdeep said these are self imposed. govt does not interfere in these things but our own people make these rules without applying mind to them. it is just one man's thought process (the one who issues the letter or the head of the branch who issues the letter) that gets imposed on the entire army. this will eventually kill us. more than the govt, our own men are our worst enemies. sorry for taking space

abs right, anoy @ 645. lets face it- our country is socialist. explains why we all are where we r. but i see no harm in even a PBOR joining service with a car in tow. why not authorise him the cost of transporting a car - peace to peace. my only wish is we educate him on his rights, duties towards org & home. teach him financial management. teach him to b a good human being - difficult, since we in fauj have to kill.

Navdeep, One more 'thing' pending is the SAI for New Pay Scales for MNS Officers. Why is on 'hold'? Is it on 'hold', if so , Why?

CSD rules pertaining to PBOR regarding purchase of car below 1300CC is ridiculus.

If the PBOR is residing in a hill station and his requirement is that of a 4WD, will this rule solve the requirement.

A car of below 1300 cc is meant for city life not for rural side. The PBOR should be able t buy a car upto 3000cc so he get much higher variant.

The ex-servicemen and Indian Armed Force personnel (PBOR) should make this clear to the government.

kudos to you for the great and selfless work you are doing for us. I'm an SSCO, taken PRC. there's a situation in the org prevailing right now. Can you please tell me does the principle of same work, same pay apply to army also? I've not got a satisfactory reply from newly formed PP dir also. In a unit, if a permt commission officer, an SS officer and a technical entry(UES) officer are commissioned in the same sequence with a gap of 9 months between them, will the technical entry officer with his ante date be considered for the board of COL even before the permt commission offr and if the technical entry offr gets approved in the board, will the other two offrs who have more physical service that technical entry offr be his second-in-command. Morever the arm is not technical the nature of work being done by all the three offrs is same. This is mainly because of mismanagement at the higher level by commissioning technical entry offrs in non technical arms for the sake of attracting more offrs. the problem is not the ante date seniority being given to the technical entry offr, but the commissioning of these offrs in non technical arms and the they getting promoted in the same arm ahead of their seniors who are also doing the same work(artillery). there are hundreds of officers who are affected because of this mismgmt. if the board of technical entry offrs is done at the requisite physical service at par with other offrs of the same arm. i kindly request you to please provide me with any details pertaining to this subject and also guide me to obtain the related information through RTI. we all are govt servant then why restriction for minimum 15 yrs for purchasing of car through csd for PBOR. personal matter can not be differentiate with officer and pbor.
