I wonder, are Subedars and Subedar Majors entitled to automatic progression to non functional PB-2 Grade Pay 5400 after 4 years in Group B, PB-2?

Are there going to be any riders attached to stay in a hotel? Such as - can stay only when govt accn in Offr mess / IB etc not available.

Hi Navdeep,

Since all factors such as accomodation, transport, and food are reimbursible (Rather than a fixed amount), will one have to produce bills to claim the amounts. Currently for taxi travel from home to airport or airport to mess, no bills are required. What happens for TDs done between 01 Sep 2008 and todays for which no bills have been collected?

what about the most important issue of choosing to stay in officers mess on ty duty? what do u do? reimburse Rs 90 per day ?? issue needs urgent clarification.......same for civilians staying in pwd / government resthouses etc. .. there needs to be a lumpsum, no bills required, flat rate of DA as well....any thoughts...? this whole idea of hotels and bills raises several questions....

whats about LTC entitlement for the offrs? is there any letter given? i'm in grade pay 6100. TA/DA entitles me for flight in economy/ AC2 in train. i'm confused about LTC. anybody pls help.

I recently attended a course at iCISA at Noida for 21 days. I stayed under my own arng and travelled by my own car for 72 kms a day. Can u pls guide me on wht all and how can i claim. will i have to produce bills.
P.S.: I am a Major

sir, most of the times our stay is in officers' mess during TD's. what are the rates applicable for such stays. will only the room charges as per mess bill be reimbursed or a fixed rate is decided. To add,whatever is charged in mess bill is only room maint charge and the actual room rent is later charged thru IRLA (term may be specific to Air force) which we normally dont keep a track of in our pay slips.

I served in the Army for 20 years before migrating to the US. The issue of predence between civilian and military officers predates me as well as my father who served both in the Indian and British Indian Armies. The issue is also related to pay because pay related to rank.

As such the issue is as much about money or pay as it is about personal prestige and importance between civilian, military, para military and police officers. Whenever a pay commission sits to determine pay it also determines the relative imporance of each officer and some times when the bands change one rank it made to feel inferior to a relatively inexperienced civilian.

For the last twenty years of so the arguments have not changed. The deeper the difference in pay an equal or greater difference is created in the self worth of an officer. For the Army man (service officers) that deeply impacts their pride and worth and their relevance in the defence of the nation. Add to the this the national ethos of rampant corruption, inefficiency, apathy and simple sloth on the part of the police and the administrative services. Publicly the Military is held in high esteem than the administrative services and the police however the pay structure and official status is directly opposite to reality.

So how do we get out of this rut. I believe that the defense services must immediately stop correlating their order of precedence with the civilians and immediately demand that their pay must be determined based on what they do rather than an artificial parity between joint secretaries and brigadiers etc.

In the United States this appears to be a non issue. The military must retreat to the shadows, till it becomes imperative to the political class that it is essential for the security of the nation and military leaders are a part and parcel of the National Leadership. At the moment the political leadership is embroiled in a self serving exercise in petty politics of staying in power. The bureaucrats and policement are joining the band wagon. It took the 1962 war for Nehru and his civilian cohorts to realize that pansheel was utopian. It will take another catastropic event for government to realize that the defense of their country is their paramount responsiblity to the people of India and that military leadership is a key component of that sacred trust.

When the Prime Ministers of the country are mature enough to hear directly from their Army Commanders then alone will the civil servants realize that their role though important in the running of the nation is not as important as the military leader. Today the cabinet gets filtered information on the defense of the nation. The security adviser is not a specialist but a retired civil servant. The belief that the colonial civil servants are more Indian and can alone look after India's interest is the result of a colonial mentality that seems to say "we know what is best for Indians" because we are the brown sahibs". What do the people know they are but a bunch of buffoons. This vexed problem of precedence will not go till India faces real challenges as it develops and its political leadership stops playing political games and start working on issues relevant to the people of India. In the meantime, the services should break away from the order of precedence and get paid for what they do without references to the IAS or IPS or any other S.

India is a democracy but not a mature democracy. On the world stage the news of bickering between the civil servants and the military presents a fragmented picture of our government. This is a major flaw and weakness in our system. The pay and allowances of the military are the military's business in conjunction with the political leadership. The lack of importance given to this by the political leadership is seen in lowering of standards in the officer intake, corruption and the shortage of officers in the Services. If the politicians do not realize this there is no chief who can do much about it except to resign his commission and that too may appear in vain.

The tables for Col (TS) in r/o AMC,AD Corps, RVC offrs have failed to include tne benefits of DA on NPA while fixing the revised pay; whereas the same has been shown in a preceding column. This anomaly does not exist in the SAI 2/S/2009 issued earlier for all other offrs.

You are requested to do something in this regard.

As per the letter of 29 Jan 2009, one can now choose between the pre-6CPC and the post-6 CPC methods of claiming TA/DA. If one has stayed in an officers' mess and produces a bill of an officers mess be allowed to claim under post 6 CPC entitlement be allowed or does an officer necessarily have to stay in a hotel to claim the benefit? The Unit Account Officer is of the opinion that if one stays in an Officers Mess, one has to necessarily claim under pre 6CPC even if the charge for a day's room rent is more than entitlement of the class of city as per the pre 6CPC norm.
