Features of new post-6th CPC rules for grant of Children Education Assistance and reimbursement of tuition & hostel fee

In a welcome decision, the central govt has notified its new rules for grant of Children Education Assistance and reimbursement of tuition & hostel fee. The same are applicable with effect from 01 September 2008. Following shall be the salient features :

a) Reimbursement can be claimed for upto 2 children by each employee (however only one parent can claim it of course)

b) Reimbursement applicable from Nursery to Class XII

c) Even if a child does not perform well, or fails, the payment of this assistance shall not be discontinued

d) All kinds of fee such as tuition, admission, special, lab, music, games, sports etc shall be covered

e) Annual ceiling shall be Rs 12,000 per child

f) The ceiling shall however be raised by 25% each time DA goes beyond 50%

g) Hostel subsidy reimbursement shall be upto a maximum of Rs 3000 per child per month in which case the reimbursement to fee shall not be permissible

h) Red-tapism reduced. Reimbursement shall be granted simply on submission of self certified receipts

Dear Maj Navdeep, While the CoS's recommendations are instrumental in such an unprecedented dowmgradation of Defence Forces in the name of 6th CPC, can they be questioned to reason it out? any legal action is possible against the these "Policy Makers" of the Govt, as it created enough hatred and anxiety amongst all.

The gross injustice metted out to the middle ranking offrs of armed forces is protested by defence service chiefs by not accepting the award in the present form, where their parity to civilian counterparts is intentionally dilluted. The entire nation will be celebrating dashahra and diwali with increased salaries and happiness, whereas the defence officers will be having a dark diwali. The issue is being ignored delibrately by UPA government. Where is the media now? Can we afford to have a demoralised defence forces and celebrate Diwali? Imagine the same attitude is shown by the defence forces when they are called upon to do their duty to the peril of their lives? Where are your reputed people, who seem to be the crusaders for the defence cause? Or we presume they take up defence issues for mere TRP!

we have been reading about the special 2 years of leave that central govt is promising its lady employees for child rearing. will that apply to the defence also or like everything else it will be said that women defence officers are "different"?

Technically speaking, women in armed forces should get what is due to central govt employees. However, on an organisational front, this could spell serious trouble. As of now women officers are in short service commission. If you take out 2.5 years (2 years of caring leave and 6 months of maternity leave) out of that, what is left is notional.

This is a point that should be debated and clarified by women officers themselves as they best understand the concerned difficulties, technicalities and professionalism in this regard. Infact, this debate should be encouraged and a decision thus obtained should become binding for present and future generations. A view must also be sought from women officers regarding applicability of this rule for women officers in permanent commission.

This is an issue that should be sorted/corrected before it turns into something unpleasant.

Whatever ruckus has been created by the Ba-Booze is in one way good, because of the readily available information, in this SCPC all youngsters have seen and realized things fully and in all perspectives. The days are not far when these Ba-Booze get back the same thing multiplied many times, just watch and see what happens from now on !!

It is quite obvious now that there was no mistake made,but a deliberate malicious attempt to denigrate,insult and humililate the armed forces.

It is understood very clearly without any doubt that in a democracy the army has to be subordinate to the Govt,i.e the elected reps of the people of India and definitely not subordinate to the civil servants.They are govt servants just as we are.It amounts to Dictatorship without wearing uniform,if the political leadership has to kowtow to the civil service,and are scared of them.

To win against the bureacrats,we have to beat them at their own game.We shouldnot hold back the armed forces personnel's wives from seeking audience with Madam Sonia Gandhi and pray for redressal of grievances.It is our families who ultimately suffer,now and later when getting pension/family pension.If our War Widow sisters and parents of our slain soldiers want to part of it,so be it.

Madam Sonia Gandhi being a perspicacious lady and a mother will definitely do justice.

How ever iwould like to clarify regarding travel entitlement during LTC that is are we auth travel by first AC/ by air as auth during temp duty because the same was recommanded the pay commission committe in the initial recommandations report submitted to fin min on 30 april 08 copy given below.

Recommendations 4.3.6 Presently, entitlements for class travel under LTC are
slightly more strict vis-à-vis the travel entitlements during official
tours and transfer. The Commission is of the view that travel
entitlements under LTC should also be same as those on official
tour and transfer. It is, therefore, recommended that travel
entitlements, whether for the purpose of official tour/transfer or
LTC, should be same but no daily allowance shall be payable for
travel on LTC. Further, the facility shall be admissible only in
respect of journeys performed in vehicles operated by the
Government or any Corporation in the public sector run by the
Central or State Government or a local body.

2. pl confirm whether offrs staying in campus are auth tpt allowance @ old rate i.e Rs 800/400 for the pd 01 jan 06 to 31 aug 08 as removal of the word campus for tpt allowance is applicable from 1jan 06. so can we claim for this

A very humble request.
Please,till the time issues raised by CHIEFS are not resolved may I request you to keep the focus on our "Battle of Honour".
I am aware that the blog is not exclusively for SCPC,however,keeping the sentiments of users in mind you may consider dedicating this blog to the core issues raised by CHIEFS(Caps are deliberate to show our soldarity)till they are resolved in our favour.
We are not doing anything unconstitutional and have No one to fear.
Surprisingly Army,Navy and Air Force have forgotten their differences and stood together on this issue.
Its a turning point for Armed Forces and all must stay together.
You just see the effect in couple of days.

I have come to know just now(from fairly reliable sources) that our Dear FM, PC has turned down the proposal of upgrading Lt Col's to PB4. Has any one else heard anything in this regard? PC seems to be playing with fire with the game plan of our noble Babus(himself one). If this is true then what next? How can we strengthen the hands of our Chiefs(if they continue to hold )? Any suggestions??

Forget about few more rupees by the way of revision of pay 2008. One has to wake up to the reality. Please remember- You choose the job, nobody force you! You shouls have chosen CPMF , Coast Guard! Every one burns the fingers. I burn in market crash and lost the fortune. But thats not the end! We all have to rise! Enjpoy the Diwali!

There are ways to fight and one is approaching courts. Pl exersise that options than just blemming every thing on IAS and politicians. Also refroms in AF. For which AF leadership has to rise above their usual "in our times...we faced these hardship...abd bla.. bla...." More than 90% blame for degration of AF rest to AF.
