High Level Committee of three cabinet ministers to look into anomalies : new pay to be released before diwali

The govt has decided to constitute a high level committee headed by the External Affairs Minister with the Raksha Mantri and Finance Minister as members to look into the anomalies of the 6th CPC. The decision was taken in consultation with the PM who is currently visiting the US. The following anomalies are expected to be resolved and notified by end of this month :-

(a) Upgradation of Lt Colonels to Pay Band-4

(b) Enhancement of Grade Pay of officers till the rank of Brigadier

(c) Improvement of Pensionary benefits of PBOR

(d) Placing Lt Generals in the newly created HAG+

Setting up of a committee of ministers has come as relief to the agitated defence personnel. I can only hope that outcome of the committee would be in favour of the armed forces.

However, it is not clear why such a committee is required in the first place. The issues raised by the armed forces are straight forward and well justified.

In fact there is a need to set up a committee to go into the details of workings of bureaucracy which has unceremoniously down graded the grades of personnel in uniform. It is a disgrace to the system which is handling the state of affairs of implementation of the pay commission report.

Let the good sense prevail and the decisions are taken by the committee in the best interest of the nation. This country needs to learn to treat their jawans in a better way. Do not leave the fate of the armed forces in the hands of a few narrow minded bureaucrats.

what n where was the FM when these major anomolies were being overlooked???This is a game plan of these Babooz to gain superiority over Armed forces personnals and also creating discrimination among the officers by keeping such a big gap of pay between the rank of Lt Cols and Cols. this is injustice n if not resolved is to be taken to the court for True justice.

Hopefully the nexus of politicians and bureaucrats are genuinely concerned to address the issue at hand logically by setting up the committee....and not placing the file in the famous long loop...not to enable natural justice till the next pay commission !!!

Keeping in view that the re-fixation of pay and allowances and consequent calculation of arrears may take some time, the government has decided to make ad-hoc payment of arrears for the current year to all ranks of the Services at the earliest. The proposal received the sanction of the President today. The amount so paid will be adjusted against the final computation of arrears on the revised pay scales. It may be recalled that 40% of the arrears are to be paid in cash in the year 2008-2009 and the remaining 60% in the year 2009-2010. The ad-hoc rates will be as follows:

It is clearly a delaying and demoralising tactics of the Govt. I support the Three Chiefs in thier "Saga" to get the justice for the Defence Forces Personnel. Let us not draw a "single day's" pay in the present form of SCPC.

I believe it is not that new pay scales have been accepted, but only ad-hoc arrears have been accepted. (As per the PIB press releasedated 17 sep)

It would be interesting to know whether orders for pension for defence services have also been issued & the sacles there of
Presently the CDA Pension web site shows orders only for non Armed Forces pensioner (civilians,Coast Guard etc)
The issue of MSP is still very hazy as far as old pensioners are concerned.
Now that the services have realised what unity can do ,we beed to organise ourselves as one.
Imagine having one ESM organisation taking up the cause of all related issues both with the government & in the courts.This is the need of the day.
Modern technology makes this possible.

The structuring of adhoc payment to be made to the defence forces is a clear indicator of what is to come in future. The gap in payment of Lt Col and Cols is kept so large so that no issue of over payment comes into play after the co called GOM gives its fore drawn verdict of retaining them in PB -3

The equivalence quoted by you is only for the purposes of 'Army Act 1950' as the notification itself makes clear. The Army Act prescribes punishing / competent authorities for various powers under the said Act - it is only for that purpose that the notification was issued. And for your kind info, the said notification has already been stalled for implementation. Had this been for equivalence purposes then why did the govt not issue it for MES too ??

Gentlemen Officers and Brave Soldiers,

CDA has already credited pay on old pay scale ( FOR A CHANGE ONE DAY EARLIER). Through out the day one could not speak to CDA to check regarding arrears. So much so all the civil lines were temporarily out of order and were not answering on militasry lines. SO NO ARREARS and no revised pay on01 Oct 08 as has been widely reported in all dailies. I believe the banks will remain closed for two to three days you know for what all. So happy diwali and Ji Hind. Let us keep fighting. God is with us.

For all of those who are blogging without the knowledge of actual beginning of the warrant of precedence in India. Point to be noted is that while it was by No of years for Civil Officers, Military equivlence was by Rank .

Warrant of Precedence as it exists today owes its origins in the Royal Warrant by which by which Precedence was regulated in British India, dated 10th September 1850. Civil Servants (East India Company ) had been divided under the Queens Warrant, into six classes according to date and their standings. Following is the extract from page 60 & 70 of the book “ PEERAGE, BARONETAGE, AND KNIGHTAGE, GREAT BRITAIN AND IRELAND, FOR 1860, INCLUDING ALL THE TITLED CLASSES.” By Robert P Dod, Esq, Associate of King's College, London. Published by Whittaker and Co, Ave Maria Lane, MDCCCLX. Gilbert and Rivington, Printers, St Johns Square ; 1860 :--

Rule 29. Civilians of the 1st , i.e. of 35 years standing from the date of rank assigned them on their arrival and Maj Generals.
Ranking jointly amongst each other according to seniority, which is computed amongst the civilians form the date of there entering the class to which they belong and amongst the military officers from the date of their commissions.

30.Civilians of the 2nd class i.e. of 20 years standing from the date of rank assigned them on their arrival, and Colonels.
