And while you wait, comes this…….

As discussed in this previous blogpost of 25 August 2013, issues related to pay of serving personnel, including Non-Functional Upgradation (NFU) were to be addressed by the Committee of Secretaries constituted on directions of the Prime Minister, which was supposed to submit its report by 08 August 2012, that is, August of last year.

Of course nothing moved.

Then the environment was informed about the positive inclination of the Committee in addressing the issues but the reality was different than what was conveyed, including to the top brass of the three services.

Now comes another reality.

Keeping the services in the dark all these months, it has now been confirmed that the Committee, rather than addressing the issues as directed by the PMO, has in fact recorded in its report that all pay related issues should be referred to the next pay commission for consideration.

Well, if even the PMO’s directions can be taken so lightly, then the future does not seem so bright.

Also, some bright minds have asked me as to what would faujis stand to lose by reference of the issues to the next pay commission.


Nothing much, you only stand to lose about ten years of pay and allowances.

dear sir, thanks for giving the latest on the subject. you are doing a great job to study the defense welfare subjects in details and give your views. there are innumerable topics where action from def min is required to be rectified, starting from rank pay of serving persons and also of retired persons wef 01 jan 86, various allowances, disability pension, rounding off or on seeking pre mature retirement,one rank one pension, degradation of pay of def persons in comparison with IAS officers since then and now. we know you are a busy persons, please keep giving your valuable time to expose such lapses so that army persons serving or retired have the update knowledge of their rightful entitlement. Now request specially for ex servicemen, make a list of all points and vote to the next party in 2014 elections, who promises to solve you problems. thanks

Dear Major Navdeep,
Thanks for the latest information.The only way I feel to get our issues resolved is to make our Officers and men Voters in the stations where they are posted and to make sure that they will go for voting.The politicians are afraid of only the voters.We can become a big vote bank and decide the future of many a politicians.IAS babus does not have a vote bank.Our future action should be on these lines because elections are nearing.

It is really funny how fauji pay anomalies (unlike civ employees') keep lingering on from one pay commission to another and then the next one and we dimwits find nothing unusual in that.

Nothing can happen to armed forces till the time Top Brass keep getting lured by small issue....
Armed forces should have realised this when they were not even part of the recommendations.
People feeling for PM/RM...Ha ha ha
they too didn't want it for you !!!
otherwise they could have given it to you...

If you see PM didn't utter a word on welfare of soldiers from Red Fort 2013.

Babus & politicos are together as far as Fauj is concerned
They Know that we are Charlies & IF SOME ARE NOT they will make a charlie out of them too.

none of the Chiefs have spoken about it in OPEN...

our senior officers are largely responsible for landing ourselves in this mess.Our negative attitude and auditor like approach towards our subordinates is manifest in continued deterioration of our financial position and status. another wake up call to us, we must act positively towards the betterment of our men, rather than making statements.

Poor, damned senior officers! Most Responsible for everything, even what the bureaucrats do!

What about having no ranks higher than Brigadier in officers cadre and Havildar in Jawans? Younger Armed Forces, lesser pay and allowances, better comradeship, less expenses with may be even common messes like they have in the RAAF!

As per your own blog civilians have won their case from courts and will get ARREARS from JAN 2006 rather than 24 SEP 2012 -- Does the latest blog mean that we will not get till next pay commission---SETHI--IC 10129

Dear Maj Navdeep,
Thanks for this piece of news, though it is terrible. But it is better to be updated rather than remain ignorant.
Compare this news with what the Govt recently sanctioned ie.medical treatment abroad at Govt expense for the IAS, IPS and IFoS.These guys know how to get what they want.We,unfortunately, do not make ourselves heard.No one takes our rightful demands seriously.Even an under-secretary can throw us about and and we just lump it. They treat us with disregard and disgust, for the Fauji(Navy and IAF included) is dispensable being plain cannon-fodder.The remedy lies in effective and forceful action by the Service Headquarters to secure what is rightfully due.

The senior officers are to be blamed for this. They always thought and said that daaru and kukkad is the answer to all the issues. God bless them. We were always overawed by the brass on the shoulders and the smart uniforms. Actually the civvies are having the last laugh.

Navdeep why dont you start a political party in conjunction with all Ex Servicemen associations .....The Xmen, serving soldiers and families would be a phenomenal votebank..... more than 15-20 million ( Families included) each xmen/serving soldier is 4-5 votes......

Now, if 40,000 effected mil officers WEARING COMBAT MIL DRESS&EQPT are passive and silent ;even after PM direction &ALSO JUDICIAL ORDERS ON OTHER RELATED ISSUE- WHY OR HOW ANY BODY ,INCL GOD WOULD INTERFERE /HELP THEM ???????????.

HEIGHT OF.......LIMIT????

Further to what Navdeep has said-next pay com/mil pay com will base their recco on present scales/grades/pays...

I understand a separate notice was issued for armed forces too but, sadly, no clarification has been forthcoming on this blog in response to a previous comment.

Dear Maj Navdeep Sir,
1. There was a news that committee has recommended NFU for armed forces and three chiefs were given the green signal. Now your news that Secretaries have recorded in their recommendations that pay and allowances issues be referred to 7th Pay commission. But one thing needs clarification whether NFU is coming or that is also left to 7th Pay Commission.

2. Officers are waiting eagerly and this news is not good news.

I am constrained to say-Hon supreme court order ,absolutely clear.
Where is need for every ..... to interpret and keep rendering opinions ;after delaying for so long .Any way ! some thing is out after so much of time taken by attorney at law .
The game of evasion,postpone ,delay ,denial.....amounting to cheating is glaringly visible.

If,CHIEFS/Mil men really want to resolve these matters -it is few days only !
THESE ISSUES AND MATTERS ARE SIMPLY LISTED AS ANOMALIES FOR DECADES SINCE 1973 &1986 ,WITHOUT RESOLVING ,ARE GETTING ACCUMULATED AND HAVING COMPOUNDING DIMINISHING EFFECT.

1973 -1986 -1996 -2006 AND WE ARE AT 7 TH CPC ,WITHOUT RECTIFICATION/RESOLVING EARLIER ANOMALIES/DENIALS.

Pay and allowances of GOI employees are decided by govt. How come Committee of Secy (Gp A officers) were allowed to decide the fate of ARMED FORCES OFFICERS on NFU, who have the same CONSTITUTIONAL STATUS.

Can it be challenged in Court of Law. Will it not involve BREACH OF INTEREST & FAITH.
