Revised table of comparative appointments

Now that some Lt Generals are in HAG+ (there would be a separate post on that soon), there is a need to revise the earlier table of appointments made available on this blog.

This table is a must for all officers of the defence services since it clearly elucidates the comparison of rank and appointments between the defence services and the following civil services after promulgation of new scales post-6th CPC :

Universal Civil Pay Grades

Indian Administrative Service in the States

Indian Administrative Service and other Organised Group A Civil Services at the centre under the Central Staffing Scheme

Indian Police Service

Indian Defence Accounts Service

Indian Revenue Service (Income Tax as well as Central Customs and Excise)

Please feel free to take a print out alongwith footnotes on legal size paper and pass it on generously. The table and its contents may please be kept at the back of the mind for a more rationalised and realistic interaction with civil officers whenever the need arises.

a) pl mention the approx number of rs to achieve the rank for different services.

b) pl add an extra column to give out pre 6th cpc equivalence.

Why are we comparing equivalence on the basis of Sixth pay commission, when note 2 below gazette notifications say grade pay is for differentiating within own cadre.

Comparing is pending issue till the assembling of so called High powered committee and coming out with some concrete steps.

So the fight for parity has to continue.

However can I request you to also incorporate the nuber of years taken normally and % of intial recruits who make to these grades in respective services that will summarise and give even better picture

I THINK WE ARE GOING BACKWARDS IF WE ACCEPT THE EQUIVALENCE ESTABLISHED BY THE STUPID SIXTH PAY COMMISSION.

I DONT UNDERSTAND HOW NAVDEEP CAN ASK US TO USE THIS EQUIVALENCE.

IS A DIG EQUAL TO A BRIGADIER. DOES A JT SECY ACTUALLY MERIT EQUATION WITH A MAJOR GENERAL FOR GOD'S SAKE.

ANYWAY THESE ARE ONLY INDICATIONS OF WHAT LIES AHEAD IF WE DONT RATIONALISE THE RANK STRUCTURE.

HAVE THE SAME NO. OF RUNGS IN EACH LADDER AND U WILL CLIMB AT THE SAME SPEED IS THE OBVIOUS WAY AHEAD

The equivalence table shows oficers of the rank of General as equivalent to the Cabinet Secretary. Actually it is only Service Chiefs of the rank of General who are equivalent. Army Commanders are equivalent to officers of the rank of General and the Govt was inclined to give this 4-star rank to them in the past but it was not acccepted by the Services as no upgradation was of Service chief was acceptable to the Govt. It is claimed that the Director IB is authorised to wear the badges of rank of General,although as per your table he ranks equivalent to Additional Secretary only.

That's the problem, WE are the problem ! Can't bear to see anyone else having the same brass (or stars!) Guess we can't fathom the power of an "appointment" and prefer to rely on sheer brass-power for status.

Dear Navdeep,
Thanks for your efforts, well done and keep it up.One thing we must remember Equolence and parity is between equals. We all know that power vests in the civilian officers and most of the times we approach them for favours or fo expediting the matters held up in their departments. in such a situations we could not afford to show off our equalvelence unless we are ready to fight to loose the case once for all. For the sake of our cause or our department there is no harm in giving undue respect to get our work done. Mind you I have seen higher ups siring those officer wmoe we used to call by name Mister before his name. A DM in his district is an authority to reckon with. A peeved civilian officer never refuses but also he does nothing exept delay and create hurdils in the working. If the Hon Supreme court finds it self handicapped who are we to challenge them. Be practical, be mild but firm. Be courtius and obliging and do your home work thoroughly, aproach the dealing officer and Be tactfull and alwas be in good books of his boss to get your work done. Till we get the decision making powers we have to show respect to home so ever we aprouch for our job. Good luck. Jai hind. I D

u may 2morrow advise the same while fighting a war that if u find enemy in gr8 str then instead of fighting him, just sir him till u get ur reserves up. ARE U A SOLDIER?

Sorry for being a bit harsh, but i feel people like ID SHARMA who surrender before fighting under the excuse of being practical r responsible for the current state of armed forces.
i am sure he would ve never said "NO" to his senior officer even when reqd, since he lacks courage and fears his senior, with an hope to get some favours in terms of promotions or otherwise.

This ID Sharma seems to be some stooge in disguise. No words to describe your shamelessness under the logic and reasoning of practical approach. Even civilians depend on soldiers (both military and para military) in many ways, primary dependency among others is their safety and security from both external aggressions and internal turmoils. Aren't our civilian brethern (including bureaucrtats and other govt servants) supposed to hold the soldiers in highest esteem and pay them their dues including pay, status parity and above all selfless respect. This Sharmaji should have thus far jumped into infernal shame and cowardice. What a cunning and selfish guy he could be! His very thought is causing me headache. So M shutting off.

Is the parity valid when amplfying instructions have not been issued. what is the parity between PScOs , Sc D vis-a-vis Lt Cols in other MoD organisations (without the orders indicating where the present grade pay of 8000 stand). Pay commission says parity is within same cadre. then how do these people, who are drawing less pay are actually senior to service officers drawing more grade pay.

please clearify the foot note:--*Officers of the rank of DIG, IGP, Addl DGP and DGP are only equated with their respective counterparts of the Army if selected to hold these appointments through Central empanelment under Govt of India. For example,
there may be an officer holding the appointment of DGP in a State but when the same officer is posted at the centre in a CPO, he/she may be placed two steps lower as an IGP. An officer of the rank of DGP is placed as Special Secretary to Govt of India if posted on a Secretarial appointment as are other HAG+ officers.
Does it mean that DGP in a state is equal to Maj gen ? It seems so confusing.

Great comparison..sir can u kindly notify the compasrison between Army and BSF or CPO officers as they are the one who are cribbibg alot about Lt Col upgradation...heard they have taken up the issue with their ministry too..any updates ..atlast Comparison table with them ?

NO DACP IS APPLICABLE TO AMC SINCE IT IS ONLY FOR ORGANISED AND ISOLTED POST OF CIVIL DOCTOR. NO ONE CAN TAKE BOTH THE ADVANTAGES OF CIVIL AND MILITARY.THEN ARMY DOC WILL CLAIM RETAIRMENT AGE AS PER CIVIL AND FULL PENSION AFTER AFTER 20 YRS OF SERVICE. ALREADY CHIEF HAS BEEN BLAMED FOR AMC YOU KNOW IT BETTER ..... OK. LET ALL AMC FORGET IT AND SERVE TO THE NATION. IF A PERSON SEE THE WELFARE OF OTHER THEN DEFINITELY HE WILL WIN. NO ONE CAN COMPARE WITH ENGINEER OF RAILWAY WITH ARMY ENGINEER SO IT FOR AMC.THEN CORE OF ENGINEER WILL ASK ALLL BENIFIT LIKE RAILWAY ENGINEER. HUMAN DESIRE AND JELOUSY HAS NO END. Placing of Lt Cols PB4 has only partly solved the problem. Civilean counter are reaching PB4 (NFSG)in 13 years flat with grade pay mich higher (8700) than Lt Cols (8000) This needs to be known and understood by the services.
We must not let go with celebration of this "revised PB4" but continue to demand actaul parity with NFSG till we get it.

The revised PB4 to Lt Cols have only partially rersolved the parity issue.

Civilian Counterparts get promoted to NFSG ( eq. to Col ae per the table) in flat 13 years. So Lt Cols are 6-8 years behind in parity.

The struggle is not over and must continue till we get our just and fair parity established.

May I know what will be the current pension from August 2009 for H/Capt, H/Lt, Sub Maj, Sub. As if now I am receiving 16,000 per month.

Dont fall into these traps of kiddish games. Every functionary in govt setup is having its own importance. Ego leads to no where. I have seen majors/captains are given due respect. Brigadiers are taken with due care by senior civil servants. Conversely, i myself have seen disrespectful behaviours from the side of srvices towards civilian officers. See, its humane to respect others, its commanded, not demanded. Regards

What you said was criticized by all others yet I would like to add that what you said was unfortunately the reality. I have seen no one either from a capt to a gen who did what these gentlemen quoting bhagat Singh are saying.
Its a harsh reality of what you said but its practical.
Brothers don't take this in a negative manner but what offrs are doing to fellow offers is showing the strength of our lobby.
