A fauji feather in the RTI Cap !!!

A few months ago, I had published this blogpost about a retired General of the Sappers.

I would have to do it again !!!

Public Cause Research Foundation (PCRF) is the organisation that has instituted the National RTI Awards. The Foundation was set up on 19 December 2006 by Magsaysay Award Arvind Kejirwal, Journalist Manish Sisodia and TV producer / writer Abhinandan Sekhri, in their own words to ‘ensure that our society becomes more inclusive and that real power rests with the common citizens of India’.

The organisation is definitely on its way to achieving its aim, and, in a bold endeavour, has published its scientifically and empirically collected first round of data in the form of a report which can be accessed by clicking here.

What should make us happy is the fact that Lt Gen P K Grover, State Information Commissioner, Punjab, has been listed as one of the best Information Commissioners in the country and the Punjab State Information Commission as one of the best Commissions.

Amongst others, the jury of the Awards shall include Justice J S Verma, Mr J M Lyngdoh, Mr Fali S Nariman, Mr Narayana Murthy and Mr Prannoy Roy.

Congrates to General!

Heard retirement age for Gp Capt select and Gp Capt TS is made same and now both would retire at 57. Earler Gp Capt TS was retiring at 54. Navdeep kindly confirm. thanks.

Pls also give latest on Col and equivalent ranks in sister services at 18, also heard that first select rank would be Brig.

When would it come?

18 years Col across the board as reported should come through.We should work on further to see the parity with other services gradually narrows down.Navy may try to obstruct as in Navy only Captain becomes Commodore with out any selection unlike in Army or Air force.So we need to take a holistic approach which will bring parity with other services at the earliest.

1..Regarding LTC travel on leave, as you are aware, you are auth LTC-80 fare of Indian Airlines. LTC-80 fares issued by Indian Airlines on 06 Jan 2009 and which were circulated all across the environment are now out-dated.



2. Indian Airlines is no more following those quoted fares. LTC-80 fares of IA have been increased across all sectors and there is no consolidated list issued akin to what was issued on 06 Jan 09. So, do take care that whenever you buy an IA ticket, the clause "LTC-80 FARE" is reflected on the E-Ticket otherwise CDA may refund only the fare given in the out-dated list of 06 Jan 2009 which is much lower.



3. Indian Airlines Economy fare is having 7 classes ie level 6 to level 1 (N,X,G,S,Q,V classes) and then the full economy fare (Y class). Level 6 and Level 5 (N and X classes) are non refundable fares and rest of the levels are refundable. However there is only one executive fare (J class).



4. The LTC-80 fare on any sector is the fare corresponding to X class fare in that sector. These fares are refundable if you book them under LTC-80 scheme with charges of Rs 100/- but however they become Non-Refundable if you book them under normal fare rules.

I feel RTI should be vigorously enforced in the Services as well.Though they have it in principle but somehow the spirit is completely missing. One of the noble way is to include it our training schedules right from the Academy days and people like Kejriwal, Manish and Abhinandan would be more than willing to start with. I know these gentlemen personally and can assure you of their commitments.

Any one filing an RTI in the Army is preceived to be attempting to "take on the organisation"!! Ever since I sought information through an RTI application, I feel it every day. My attempt to educate others on RTI is preceived by most as trying to "incite" - a mutiny(sic)?

It is a wonderful provision which we all must use to enhance transpiracy by getting and also providing information.

Dear Maj Navdep,
There is a serious problem regarding Pay Fixation of re-emplyed Lt Cols in Govt jobs.They retd from PB-4 and were taken in civil govt jobs in PB-3.Could you help find out where their pay would be fixed if their last pay (PB-4) is to be protected and pension(less offset) is to be deducted.
Confusion prevails upon such cases.Please help the civil govt org as their interpretation of rules, such as running pay band,MSP etc is vague, where as PPOs of such officers are giving last pay drawn as basic+MSP+G pay.

I donot know much about other State InformationCommissions; but as for as the SUC, Kerala is concerned its performance is so bad that two RTI Activists has complained of its non-performance to HE TheGovernor of Kerala for removalof Sri.Palat Mohandas, its SIC who is adjudged the second best.RTI second appeals dating back 3 years are pending with him and now they started replying its non-receipt. Some Activists therefore started filing it through Sub Divisional Officer under Section 5(2) RTI Act. Since this does not suit the SIC's plan to plead non-receipt, the SIC has ordered the RDO, Palghat not to accept such appeals contrary to the explicit provisions of RTI Act.There is something siht about the grading undertaken by Award Committee. In fact it is a mockery on RTI Act by vested interest.

It is not good to paint bad an organization or person with one single stroke. While your experience with the said SIC has not been good, mine has been excellent. You may have had your problems but can you just generalize one person by totally negating what he has done ? Secondly, please do not call the organization's work a 'mockery'. Do you even know about the work they have done ? Do not take stances without fully knowing or understading the work a particular organization is undertaking. You saying so does not prove any 'vested' interest. You may have a point of view please do not impose it on all of us.

CONGRATES TO GEN GROVER FOR BEING BEST INFORMATION COMMISSIONER AND PUNJAB BEING THE BEST RTI UNIT.
MY POINT OF TALKING IS 70% ENHANCED PENSION FOR UNDERPRIVILEGED WAS ONE OF THE CORE ANAMOLY ALONG WITH PB-4 .THE PB-4 IS THRU WHAT ABOUT 70%? WHAT ABOUT RELEASE OF MUCH AWAITED PIP ORDERS 4 UNDERPRIVILEGED ? FURTHER THE UPGRADATION OF SGTS & EQUIV TO PB-2 . SIRS PL LET US KNOW THE LATEST ON THE MATTER. AND JOIN WITH US 4 THE STRUGGLE TO GET IT.

The govt is slowely removing the anomalies of all ranks. The injustice done to the SNCOs(so called the back bone of the Air Force)is neglected. For the X Gp Sergeants of pre revised scale 5000-100-6500, the Commission recommended 4680-20200 pay band and in tables the stage is recommended is 8700/-. Where as the minimum of 4680 is replaced with 5200/- and 8700/- is replaced with 9300/- which is in PB-2 but, the Sergeats of X Gp are still languishing in PB-1 which is against the principles of natural justice. Once the pay scales of 5000 & 5500 are mearged with 6500/- and placed in PB-2 the recommendation of pre rerevised minimum of 5000 scale with 4680 by Pay Commission is totally un-justified and unfair. I hope the authorities will look into problems of this anomaly and do justice to the Sergeants.

Normally, I do not respond to Anonymous. I have been requestting Maj Nadeep to get rid of the anoymous postings. This is an exception. RTI Activists/Netyzens across the Nation including the SIC, Kerala and CIC Wajahat and PCRF who conducted the survey knows me and my standing on RTI. Kindly go through the postings of various RTI forums of India and read my views published there from the very inception of the RTI Act Apart from my posting I had discussions on the subject with the concerned in PCRF. In fact the issues were discussed with Mr.Aravind Khejerwal long before. Do you know how this error has occurred ? You may not be knowing that the PCRF had sent the indivudul judgement to the concerned RTI applicants in 35000 cases which include 10 cases sent to me seeking fedback.My feed back expossing the SIC is already with them. Unfortunately they received feed back only in 6000 cases and the main feed back " Did you get the information " was misundderstood by all and caused the confusion.. Are you one of theRTI Activist who gave feedback and one among the 6000 ? How deep you are involved in RTI ? If not please continue your existance as anonymous.. Anyway I will be able to veryfy your feed back if any if you can come out and at least identify yourself. Kindly avoid hollow opinion anonymously. RTI is one of the best act available in India. It is not out of place to mention that this act is misused for vested interest whatsoever. Best thing of this act is, remedy is available on production of documents received under this act. Any way, Good show done by the RTI activist. Jai Hind
