Honorary Naib Subedars have a real reason to cheer

The govt has finally notified an extremely well deserved relief to Havildars granted the Honorary rank of Naib Subedar.

Till date, Hony Naib Subedars were granted a pension of Havildar with Rs 100 as an additional benefit for the Honorary rank as per Regulation 137 of the Pension Regulations for the Army – 1961 (as amended in 1991). A mere pittance it was !!!

Accepting the recommendations of the 6th CPC in this regard, the govt has notified that Havildars granted the Hony rank of Naib Subedar shall now be paid a pension of a regularly promoted Naib Subedar. The said benefit would however only be extended to pension and not for encashment of leave etc.

In actual terms, what does it translate into ?

This for pre-06 pensioners :

Theoretically, for full pensionable service, the minimum guaranteed pension for Hony Naib Subedars till date was :

50% of 5200 (Minimum of Pay in Pay Band-1) + 2800 (Grade Pay) + 2000 (MSP) = Rs 5000

After the new orders, the minimum guaranteed pension shall be :

50 % of 9300 (Minimum of Pay in Pay Band-2) + 4200 (Grade Pay) + 2000 (MSP) = Rs 7750

May the Almighty God bestow His Blessings on the Architect of above orders. I consider thatHaw(Hon'Nb Sub) is one of the most difficult ranks to achieve. After becoming Haw when he realise that he has no more chance for further promotion, generally such people stop working hard. But there are rare sldiers who continue to work fully knowing that their career is sealed. Hon'Nb Sub rank is genrally recommended for them. One of my Haw (Nb Sub) told me "Sir, It will help me to get the liquor quotta of a JCO." Now they will be happy.

What ever benefits any body gets in the Family of Armed Forces is welcome and a healthy sign.However quoting Liquor quotta is hitting below the belt. We should teach and learn to be broadminded and visionary. Jahan aur bhi hai sitaron se age that is why a Hero from Armed forces just before sacrificing his life for the country at6 Kargil said Yeh Dil Mange more.
Not in terms of money and materialistic gain only BUT AN URGE to force ENEMY to sarifice his life for his country so that you may live to fight an another battle to save the honour and integrity of your motherland.
Cheers since I have not drawn my Liquor quotta for the last 6 months
because Nimbupani is a fantastic drink to get drunk. God bless.

Sir, This is really a GOD SEND GIFT to all retd Hav (Hon Nb Sub) rank for all their hardwork/dedication. Moreover, this will be a great morale booster/motivavating factor for serving Havaldars. Three cheers.

But sir, this facility is not available in IAF(no idea about in Navy) except that JWOs/WOs/MWOs are granted Honorary commission ranks. In the IAF well qualified SGTs(X/Y Gps) retire since they do not have further prospects. Many of them get selected by SSBs for commissioning but do not get detailed for training due to shortage of vacancies. There is an Order in IAF after availing 3 chances in SSBs,(usually the recommended ones) the airmen can opt for discharge/release from service. What a waste of talent and loads of (very good/efficient) experienced manpower. They could be used appropriately.

Sir such of these talented and qualified airmen be also given at least Hon. JWO rank (so that they continue to work till they attain their usual higher rank) and on retirement get such benefits. I hope the MOD gives this benefit to airmen also.

Air Force does not have following vis-a-vis army
(a) No Honrary Havaldar
(b) No classification pay which forms even part of pension.
(c) WO/MWO can serve upto 57 yrs as oppose to army Sub/Sub Major.
These differnces exists since decades but no redressal.

sir,i would like to know whether Hav. Hon' Nb Sub pensioners retired prior to 01/01/2006 are also eligible. most of the PSU banks are not paying this recommendation quoting that "this is not applicable to pre 01/01/2006 pensioners." More over the PCDA have not yet issued a circular to this MOD letter dtd. 06/12/2009. Sir please clarify.

worst fear has come true in the case of Hav.granted Naib Subedar rank, retired prior to 01/01/2006.the PCDA have refused to pay the benefits of MOD letter 12 june 20009.instead they are being paid an extra sum of Rs.226.00 along with the basic of Havildar.that too w e f 01/07/2009.(earlier it was Rs.100.00).it is a gross injustice done to the Hony. rank.

WHEN MEMBER OF PARLIAMENT CAN GET PENSION BENEFITS AND OTHER FAT PERKS AFTER SERVING A TERM OF JUST FOUR YEARS, WHY NOT SSC OFFICERS OR FOR THAT MATTER ANYONE WHO HAS SERVED IN THE ARMED FORCES FOR FIVE YEARS IN THE PRIME OF HIS YOUTH. THIS PENSION MAY TAKE EFFECT AFTER THE SOLDIER HAS ATTAINED A PERTICULAR AGE SAY AFTER 50 YEARS OR SO.

Sir, if any retd. havildar is given a rank of Hony. Naib Subedar than he must be consider in JCO's . Giving a merely sum Rs. 100 and giving two more bottles of liquor is a kind of injustice. If a honour of Naib Subedar is given to a retd. Havildar than the honour must contain the full benefits of JCO.
My point is, after giving the honorary rank of Naib Subedar to aretd. Havildar , he should be consider in the class-2 army persons not in the class-3.
