Detailed instructions issued to Pension Disbursing Agencies to immediately release enhanced pension in accordance with Govt of India letters issued in pursuance of cabinet decisions


Detailed instructions by way of circulars have already been issued to Pension Disbursing Agencies, including all banks and Defence Pension Disbursing Officers, to release the enhanced pension in accordance with the latest Govt of India letters.

It was stated that Union Cabinet broadly approved the scheme of OROP bowing to the long standing demand of ex-servicemen with pension package of Rs.2300 crores.

But the long awaited Government Order from the Department of Ex-Servicemen welfare,dated 17 Jan 2013 does not provide any improvement in pension to JCOs of Army and equivalent ranks from Air Force and Navy. But it was widely published that the cabinet approval includes the improvement in pension of JCO/OR retired/discharged out of service prior to 1.1.2006. May I know the reason for this bluff.

Babboos again cheated the veterans.I have retired from Indian Navy in 1998 as Chief Petty Officer. but m seniority in the rank is only 4 months. I have passed chief course in 1995 and was transferred to a ship on Chief petty officer billet. I have phycially did chief petty officer duty for three years, and pension for chief petty officer has been dienied because I dont have 10 months seniority in the rank. since 2006 onwards the 10 month requirement has been abolished. at least govt should give this benifit to pre 2006 retirees also, Now I can only draw liquor for CPO ( Nb Subaidar) rank from canteen only. so I am now a bottle chief!!! I retire from Navy as CPO. but my seniority was only 4 months. so still getting pension of Petty Officer. although govt has removed the 10 month requirement from 2006, it is not yet made applicable for pre 2006 retires. the gap is Rs3500. after many bridging the gap keep widening.

Dear Sirs, a number of these changes should have been made effective from 01 Jan 06 and not September 2012. I was informed there are some court-cases already ongoing for the same. Perhaps some other reader of this blog could guide.

Dear all, I think the GOI/MOD has misunderstood/misused the demand "OROP"as "same rank same pension".
That is why the pension of almost every rank is fixed as the same even after 26/28 years of service.

firstly i would like to thanks for good work for giving the updated info in each field for defence personnel .

Secondly JCOs of Army and equivalent ranks from Air Force and Navy pension not hiked at all but in the officers cadre from Major to Lt col pension hike is about 8000.00 rupees.

Thirdly pension hike for JCO/OR is very less .it can not be justfied at all.

REQUEST FOR AMENDMENT IN DSR PARA 178 & 179 REGARDING
THE STATUS OF HONY LT AND CAPTS AS AN OFFICER

Respected sir,

1. The Honorary commission is given to the JCO’s (Junior Commissioned Officers) on the recommendation of the Army and Ministry of Defence for their best performance during service to provide honour and some extra privileges. On the part of Govt they have provided with all the privileges as follows-

(a) Officers pay scale in PB -3 ranging from Rs 15600 –39100.

( b) Officers ration scale.

(c ) For canteen items purchase limit in Officer Band I
(Ranks from Hony Lt to Lt Col )

(d) At the time of retirement retired officer Identity card also issued.

2. Now problems come from the DSR para 178 & 179 continued from British time need to be suitably amended to facilitate Honorary Officers –

(a) Never provide the privilege of as an officer.
(b) Never allowed to stay in officer’s mess till retired from the service.
(c) In the CSD canteen never allowed to queue in officers counter.
(d) In the ECHS / Military Hospital never allowed to queue in officers counter and they are put with JCO,s /ORs.

3. Now there are some questions to find the solution on the DSR para 178 & 179 against the honorary commission to the JCO’s -


(a) What can be a bad joke than this if a Hony Capt wear three stars on his shoulder given by the GOI then tell him you are not a officer and ask him to stand in queue of JCO,s/OR,s counter to avail medical or canteen facilities ?
It is very hurting and disappointing sentiments to the Hony Officers.

(b) If the Defence continues to follows the DSR para 178 & 179 against such Honorary commission to the JCO’s then why they are recommending to the Govt of India and continuing to give honorary commission every year on 26th January and 15th August ?

(c) You are requested to protect the respect of Hony commissioned officers and amend the DSR para 178 & 179 immediately and status to be amended as an officer.


7. I hope you will look in to the matter of discrimination and issue the orders to solve the problem at the earliest.

It is too disgraceful for armed forces.
When will our Indian Government learn as to what way our armed forces are sacrificing their lives and their wishes & wants while they are at frontiers. Poor chaps, they don't know manipulations like baboos.When does the babus and govt understand this, are the baboos and govt really expecting the armed forces to function like them. Nothing wrong, the armed forces can function like the govt of baboos and politicians, then what happens. Will Bharath be ruled by these babus and politicians if armed forces copy the functioning of these baboos and the politicians. Let Indian citizens not make their country as other nations, let republic stay on for ever. Let this cilvilian crowed in the country teach lesson these baboos to avoid manipulations and honour them who are looking after the security of every one including baboos and their families. Indian politicians and Indian baboos and their families are safe so long as the armed forces do not switch over to the functioning of baboos, I mean, so long as armed forces wont copy of doing manipulations like baboos.

Dear capt bijinder singh. i am fully agreed to your views about giving the proper status to hony offrs since the status is measured with the pay scale of the individual, then why the hony rank offrs category is not honoured with the regular offrs pettern? At least the facilities having no financial linkage should be provided to these offrs by army HQ or MOD. THANKS

Dear Sir,
1. In the defence forces all the members were considering them shelves as family members and take care of their concerns. But there is no effective representation of JCO,s /OR,s to look after their concerns .
I will be happy if Lt Col gets the pension of Rs 26625 or even more but it must be gradual increments from Sep –to major rank. It will be pleasant and nice to see if it looks like–
Sep ,s - Rs 8000 ,SubMaj -18000,Lt- 20000 ,Capt – 22000 and Maj – 24000
2. If you analysis the matter than find in the promotion of Major to Lt Col the individual has not obtained the ----
a. Too much extra Experience and knowledge in his field.
b. becomes a great scientist or surgeon.
c. Becomes great leader or a philosopher
3. Considering the fact there is no problem with the pension of Lt Col but subordinate officer’s pension to be hiked with human and social consideration.

Hony Capt (Retd) Bijender Singh has correctly pointed out that there is no proper representation of JCO,s/OR,s to look after their concern. JCO,s/OR,s are only used for increasing the crowd in the melas and for increasing the surrendered War Medals.

Bijender Singh has given a VERY CORRECT suggestion for the gradual increase of the pension from Sepoy to Major. i.e Sep,s-Rs.8000, Sub Maj - 18,000, Lt - 20,000, Capt - 22,000 and Maj - 24,000. But what we find in the Pension hike is, poor becomes more poor and rich becomes more rich.

To be one up, they even sent this letter to all banks also for disbursement of NEW PENSION!!!!!!!! BY THIS MONTH ITSELF.
You never know, by the time you read this letter, your bank might have credited this amount also????

I totally agree with the comments of Hony Capt (Retd) Bijendra Singh. Govt allowed Hony Commissioned Officers the facilities that of Regular Commissioned Lt/Capt, like equal pay scale, equal pension,kit allce on promotion,LTA, transfer grant and many things. But the ball is now in the court of Armed Forces HQ to give them status as officers. At least in ECHS panelled civil hospitals, they should be treated as officers. In the colonial Army it was convenient for the British to keep the Indian Hony Commissioned Officers segregated away from them. But we are Independent India,s Armed Forces.

Sir, Enhanced rate of ordinary family pension is more than service pension for the same rank, group and length of service. For example Nb Sub of group A with 16 years service, the enhanced ordinary family pension will be Rs 9170/- whereas service pension is Rs 7325/- logic is not understood THANKS

I am praveen(ex Airforce). I served 12 yrs from 1994 to 2006 and took discharge on compassionate grounds. on my dischage lettr it was mentioned that'do not fall under the category of ex servicemen'. Could you please suggest me if Ican claim ex servicemen category and any facilities which i can claim after serving 12 yrs of service and got discharged as corporal. You are fighting for justice and a role model to us. I would like to put forward a few information below and kindly let us know your opinion.

COMPARISION OF PAY SCALE – IAF & US AF- REF. WEB SITE :PAY SCALE US AIRFORCE
• Starting salary scale of an officer(O-1) in US AF- $ 33,941($ 33941- $42703) which is slightly above the pay scale of a Master SGT (equal to JWO) (E7)- $32,155 -$57,791 and much below to a pay scale of (E-8) Senior Master Sergeant (equal to WO) $46,256 -$65,974.
• Whereas pay scale of E-9 Chief Master Sergeant (equal to our MWO) is $56,506 -$87,732 which is much above of a ‘Major’ pay scale is (O-4) Major $51,473 -$85,943 and slightly lower than (O-5) lieutenant colonel $59,656 - $101,354 .
• An MWO with 22 years’ service equal to pay scale of a Lt. Col $ 59400.
• But in IAF starting salary of an officer is 15600+ 5400+6000= 27000 total basic pay.
• whereas JWO gets in the pay band PB2 ,only 10460+4200+ 2000= 16660 and an MWO gets (Rs. 12,560/-) + Grade Pay – (Rs. 4,800/-) + Military Service Pay (MSP) – (Rs. 2,000/-) =19360 not even near to entry level officer, and pay scale of a Lt Col is 37400+ 7600+6000=50600

OROP could be made possible if the pension of JCOs/OR is fixed as 50% of notional pay as maxmum of pay band+grade pay+MSP for 33 yrs of service. Personnel below JCOs could be given 2 yrs weightage in service.This was being done till 6th CPC.

Sir, Government must reconsider the pay scale of of JCOs and equivalent ranks in Air Force and Navy. JCOs who have completed about 20 to 23 years service are more competent, experienced in Admin, Technology and in Leadership quality. Hence, the Pay scale of these JCOs and equivalent ranks in Air Force and Navy, must be more than the officers in the rank of Lieutenant - Major & equivalent ranks in other services. Rather,we must try to follow the pay structure of US Air Force.

it is very important to bring to the notice of the government that, abolishing of 10 month continue service to earn pension in the rank of retirement has been abolished since 2006 should be made applicable to pre 2006 retirees also. a Nb Subaidar retired with 9 month seniority before 2006 receives Hav pension ( 5500 for 16 years) and a post 2006 retiree with one day seniority in the NB Sub Rank receives 7750 ( for 16 yr service) and with 10 month seniority pre 2006 Nb sub receives Rs 6794 as pension..

Kindly some one take up with govt of india to remove this anomility

Dear Sir,
1. In India real democracy is still far away we are still following the British rules in the Indian army and police system which needs to be modified /amended immediately.
For example – always Lt pay and pension will be kept higher than a Subedar Major where as Lt is a entry level officer in the defence forces and Subedar Major is leaving the army after serving exemplary service of 30 years and more . Why?
2. Lt pay must start some where in Hav / Sgt ‘scale but no senior officer have time to find the solution of such anomalies and thinks that officer is super human being Or aliens which have no relative comparison with subordinates .
3. Army must pay attention toward such anomalies and disparities in pay , pension and other facilities or other wise time will fix these thing s.
4. my clear view is that there must a slight hike from one rank to another for all officer , JCO/OR .

For pre Jan 2006 retirees there is no rule for continuously holding the rank for 10 months to earn penson for that rank. I was retired from Indian Navy on 31 Oct 1998 and was promoted to CHELP WEF 1 July 1998. I was denied CHELP pension becuase do not have 10 months continues service as CHELP. CNS can cordon up to 4 moths. this requirement was abolished from 2006 as per the recommendation of VIth Pay commission.

I wrote many letter to CNS/MOD. No reply sir.

I have mentioned many times there is no representation of 95% strength of JCO’s/OR’s in the defence forces. Officers are highly committed with their problems then how it can be expected the JCO’s/OR’s problems can be addressed correctly?
Pls officers do not mind if I am saying that some of the officers even do not know the problems of their subordinates.
Now the time has come give the power to JCO’s/OR’s to represent their problems themselves.
Now a days awareness is coming and subordinates are careful for their concerns.
I am telling one secret of the defence force the officers are in view that JCO’s/OR’s do not know any thing but it is totally wrong. They do not want to tell you because they know the result.

2.Give sepoys the Havaldar's pay;Naik the NB/SUB's pay; and Havaldar the SUBEDAR'S pay.

Sir, In the recent increase in the pension announced by Government vide letter dated 17th January, 2013, has provided some relief to retired other ranks (OR,s)and officers. But it has turned a blind eye and a deaf ear to what the ex-servicemen consider their legitimate right. More over the Junior Commissioned Officers (JCO's) and other equivalent ranks in Air Force and Navy are neglected in toto and there is no hike in the revised pension announced. It is requested that Government to reconsider the pay scale and the pension of JCO's and the equivalent ranks who are at the fag end of their retirement with lot of commitments. Further I would like to mention that no effort has been taken by the ex-servicemen association to address the fate of JCO's and equivalent ranks.

REQUEST FOR AMENDMENT IN DSR PARA 178 & 179 REGARDING
THE STATUS OF HONY LT AND CAPTS AS AN OFFICER

Respected sir,

1. The Honorary commission is given to the JCO’s (Junior Commissioned Officers) on the recommendation of the Army and Ministry of Defence for their best performance during service to provide honour and some extra privileges. On the part of Govt they have provided with all the privileges as follows-

(a) Officers pay scale in PB -3 ranging from Rs 15600 –39100.

( b) Officers ration scale.

(c ) For canteen items purchase limit in Officer Band I
(Ranks from Hony Lt to Lt Col )

(d) At the time of retirement retired officer Identity card also issued.

2. Now problems come from the DSR para 178 & 179 continued from British time need to be suitably amended to facilitate Honorary Officers –

(a) Never provide the privilege of as an officer.
(b) Never allowed to stay in officer’s mess till retired from the service.
(c) In the CSD canteen never allowed to queue in officers counter.
(d) In the ECHS / Military Hospital never allowed to queue in officers counter and they are put with JCO,s /ORs.

3. Now there are some questions to find the solution on the DSR para 178 & 179 against the honorary commission to the JCO’s -


(a) What can be a bad joke than this if a Hony Capt wear three stars on his shoulder given by the GOI then tell him you are not a officer and ask him to stand in queue of JCO,s/OR,s counter to avail medical or canteen facilities ?
It is very hurting and disappointing sentiments to the Hony Officers.

(b) If the Defence continues to follows the DSR para 178 & 179 against such Honorary commission to the JCO’s then why they are recommending to the Govt of India and continuing to give honorary commission every year on 26th January and 15th August ?

(c) You are requested to protect the respect of Hony commissioned officers and amend the DSR para 178 & 179 immediately and status to be amended as an officer.


7. I hope you will look in to the matter of discrimination and issue the orders to solve the problem at the earliest.

Dear sir,
I am fully agree and respect the views of Col (Retd) Manmeet Singh, SM about the abolish the JCO’s rank. It supposed to be abolished just after the independence if it is continued than give powers and status of junior officers. Give them responsibilities and develop the leadership. No doubt Sepoy’s pay must be more than present pay more over the ratio from bottom to top ranks must be 5- 6 times to avoid the disparity in the Defence forces .

Sir, Thanks for your contribution towards the serving and retired armed forces personnel. In the recent hike in the pension announced by our Government on 17th January, 2013 has provided some relief to retired other ranks and officers of armed forces without considering the legitimate demand for OROP. More over the JUNIOR COMMISSIONED OFFICERS and the equivalent ranks in Air Force and Navy are completely neglected and there is no hike in the recent pension announced by the Government. I request that our Armed Forces Association must put some effort and address the fate of JCO's and equivalent ranks and advise the Government to increase the pay scale and pension of the JCO's who are at fag end of retirement with lot of commitment.

I would be obliged if someone can throw some light on the issue of settlement of pension for pre- 2006 releases who held the last rank for less than 7 months .
I served in the Indian Air Force for 20 years 23 days . My entry mates who got enrolled on same date , got the same trade , were promoted on same day and were discharged on same day are drawing 25 % more pension than me. We all held the JWO rank for 4 months and at that time it was mandatory that one holds the rank for seven month to be entitled for pension of that rank.It appears that after 2009 suitable amendments were made and the people falling in this category who retired in 2003 were also granted pension of JWO. I even spoke to one person from senior intake who is settled in Bangalore at senior postion with IBM whose case was taken up through sainik board and is drawing pension of JWO since 2009.
I contacted AFRO pension wing and their reply was "your pension is appropriate" without giving a satisfactory answer to why there is this difference between two people with exactly same service records.
For most people who have worked hard and have increased their knowledge and qualification few thousands do not matter but justice should be done and what is rightfully ours should be given to us .
I would thoroughly appreciate any suggestion and advice .

I have send a representation to Navy for ganiting of CPO pension. I will wait for few months and planning to move to AFT.

CDR Pokka Ram sir has forwarded me two AFT ruling in favour of a Air Force JWO and CPO of Navy in the same cases.

A request to IESM and Major Navdeep Sir,

kindly take up the following with Government of India

a) remove 10 months continous seniority requirement for granting pension in that rank. this has been abolished from 01 Jan 2006. Kindly make it for pre 2006 retirees also.

b) remove the linking of the pension to 33 years for pre 2006 retires also. this has been abolished from 2006 onwards.

This two decision will help few thousand veterans.

The recent circular 14 relegates the Majors Pre 2006 and Post 1996, who have 20 years and 11 months of service from being granted pension equivalent to that of a Lt. Col.The distinction is too fine. And with pension computation in the category of 21 years and not 20.5 years this anomaly is grossly unfair. I hope someone takes notice of this and corrects this.

Post avsc report laid promotion of Lt Col time bound after 13 years. Selection of the rk was earlier selection graded but now after avsc the sel gd rk is colonel. A lot of offer are not getting their rk due to non passing of part d exam which was earlier reqd for selection gd appt to the rk of col. Ms branch has manipulated clearance of part d exam which was not there in av sc report. A lot of offr jr level are affected ss ms have made invigilation part very tough. Govt is trying to give rk but our own org is stumbling block

Govt letter dated 17th Jan 2013 regarding enhancement of liberali8sed pension mentions that the enhancement is not applicable to the widows of gallantry award winners.My late husbaand was awarded Sena Medal posthumously. Am I entitled to the enhancement of my pension? The Bank has told me that I am not entitled even though the monetary benefits under Sena Medal are no sompensation for the enhancement in pension. Can somebody please clarify the position. Shalini

Sir, Through you ,I draw the Kind attention of The Indian NAVY , The Govt.of India, That While civil services persons falling in 2nd. pay band gets grade pay starts @ Rs. 4200/- In Indian Navy the rank of Arti. III to I (Equivalent rank to CPO in navy ,JWo in air force & Nb/Subedar in ARMY)gets only Rs.3400/ The rank of Art. falls in group 'A'service. This effects pension & status as well.
33 year service tag to get 50% pension also reduces pension in comparison to other services.

WHAT IS THE IDENTITY OF HONORARY COMMISSION OFFICER ?
It is really a great JOKE '" Hony. Commissioned Officer" wear the Officer Uniform, receives grade and Military service pay, gets officer scale Ration and salute but He is not an OFFICER.
They have been deprived of Two privileges:-
a) Membership of Officer's Mess

b) Medical and Dental treatment.
IT IS ACCEPTED
Rest all privileges are at par to the Commissioned Officer( Special Duty cadre).
They should be removed from PBOR list.
what is the residual life post retirement of an Honorary commissioned officers, Max 15 yrs. Feel petty on them, at this trailing age of their life let them feel that they have achieved an Honorable designation. Really, we have no time and stamina to fight for the privilege. Let's become a learnt human being of the universe.

I fully agree with you. The Hony Rank is just a joke. There is no worthwhile equivalence. If the Army cannot honour the Hony rank, they should do away with it.

Here appears about 65 comments no body had touched the status Sub Maj granted the Hony Rank of Lt on retirement list on the occation of Republic Day and Independance Day with effective date from the date of his retirement. The grant of Hony Rank is published in the Gazette of Govt of India. After retirement they are addressed as Hony Lt. They are not entitled none of the facilities admissible to the Rank of Hony Lt awarded while in service except canteen facilities. A Sub Maj of Y group granted the rank of Hony Lt is drawing less pension than a Sub of X Group.
In the case of Hav granted Hony Nb/Sub is entitled for the pension Nb/Sub for the post 2006 retirees. They never serve as Nb/Sub.Creterion for grant of Hony Lt is more tuffer than grant of Hony Nb/Sub.This is a genuine point to be placed before the committee for finalization of one rank one pension table.

iam a retd col of INDIAN ARMY having .Passed out from IMA on 21 st dec 1975 after a 2 years training . i was also the last batch of undergraduates to have joined IMA those days in jan 1974. Now training is only one and half year.
i have read those completing 15yrs of service in army are considered as equivalent to graduates for a job in civil. I wish to know if that is applicable to me ? if so may i know the authority wish to hear an early reply please

While I went to Jamshedpur Sonari Veteran's canteen with smart card to draw liquor, the staff and JCO in charge has dinied me yo give by saying different DSSB person. They tolde to bring NOC from my DSSB. Is it not a great harrasement to a veteran sailor? Is it possible to take NOC at every 2/3 months as my work is all India basis casual labour like. Whom to say? A Naik granted Honorary rank of Havildar is given increased pension equal to Havaildar
A Havildar granted Honorary rank of Naib Subedar is given increased pension of Nb/Sub
But a Subedar granted Honorary rank of Honorary SUBEDAR MAJOR is not given pension of Subedar Major. Why this discrepancy? Then what the use of Honorary rank with out any monetary benefit. Subedar Hardip singh granted rank of Honorary Subedar Major on 01 Jan 1999, Retired on 01 Nov 1998.
