Official Government Letter on One Rank One Pension (OROP)

This is in reference to the last post dated 07 November 2015.

The Ministry of Defence Letter granting One Rank One Pension (OROP) has been issued. The same can be downloaded and accessed by clicking here.

Dear Friend,
I wish you can arrive at the final pension due to all ranks based upon the present OROP notification as on 2013. This will enable us to decide on weather this will be a decent arrangement to be satisfied instead of pulling the rope too far. Government must have agreed to the highest in the scale instead of averaging it, anyway your reply will be useful to all ranks to decide our present state in the current scenario.

Late night issue of notifications indicate the doubt govt is in. There is no date of implementation or any other date. Even the govt letter does not mention any date. PMR henceforth will be without equalisation ever while those before 7 Nov 15 will have the benefit of equalisation. Has another category of pensioner ' without orop' has been created. The new orders for PMR has the approval of the three coas?

Dear Sir,
Thanks to all & 1st of all thanks to Col Inderjit Singh who is the father of OROP having taken up this issue before any body else,recently when all united together.

At last we have some declaration in the form of notification that is short of expectations for revision frequency & base year as well as effective date.

clause 13(3)1 (iv) is not seen in the copy of Army Rule 1954 with me. If you could throw some light on this clause please.This is only for academic interest.

However the useful up-dates by way of blog-posts continue to be a great boon to readers.

In the absence of actual tables, we can only speculate as to how OROP implementation would attempt to avoid pitfalls of discrimination against older retirees of the kind referred to in this one-sided Twitter conversation.https://goo.gl/4Onv7v

Dear Maj Navdeep,

My understanding of para 4 of the notification is that there will be no prospective OROP on premature retirement of officers. However, PBORs will get OROP on completion of 15/ 20 years of service as applicable.

Pensions will be reset every 5 years in lieu of 10 years at present via pay commission.

My question is, if an officer avails premature retirement, does he come at par with those who are eligible for OROP at the time of pay commission or he keeps lagging behind for the rest of his retired life?

This is not OROP. This is MPE. Modified Pension Enhancement.It does not meet the definition of OROP as defined by the Parliamentary Committees and ruled on by the honorable Supreme Court.
I hope saner counsel prevails in times to come.

Kindly put the " detailed instructions and tables indicating revised pension for each rank and category " on your blog , as and when it is issued by MOD / PCDA(P).
