The web of babudom

On the Supreme Court’s dismissal of the en masse litigation filed by the Ministry of Defence against its own disabled soldiers, I had stated in my last blogpost that the new government had lost a good opportunity of earning goodwill of soldiers and military families and that junior babus of the ironically titled Department of Ex-Servicemen Welfare (DESW) should never again be given a chance to let down defence veterans and consequently the entire nation with their sadistic egotism.

People have differed with my thought-process stating therein that the top echelons of the government were not aware of the issue and had they been made aware of the same, action would have definitely been initiated in this regard and consequently bureaucracy tamed.

There is no doubt that the military enjoys a better standing with the current regime but whether the higher strata of governance was duly informed about the games of the DESW or not is the moot question, and in this regard, I would like to put across to you the following instances:

Besides, as we all know, the issue has been raised time and again in national media, including mainstream news channels.

What more was required?

It is clear that it is an iron fist and directives from the top that are required to break the negative web of babudom, both military and civilian, to ensure that problems are resolved and not perpetrated. It is also highly desirable that the three Chiefs apprise the PM and the Defence Minister directly regarding issues confronting our men and women in uniform.

Wake up, sleeping beauties!!!

Dear Maj Navdeep,

I agree 100% with you.The Services Chiefs have to be pro-active and inform the PM about such demoralizing activities of the MoD babus, especially the Dept of Ex Servicemen Welfare . I do hope the MoD , at least now issues the necessary letters to implement the broad banding of disability pensions at the earliest .

But Chiefs are already fighting against their own men tooth to nail like trying their best to deny DACP to AMC. What additional can they tell the Ministry !!

Your blog amply brings out the apathy of us in the hands of babu. Despite instructions from the highest court of India, this mockery continues unabated purely due to powers enjoyed by the babus in such destructive work. I sincerely hope and pray that people like you and other well wishers dont lose their commitment because of this negative web being created by babus

Do you think the reason for filing appeals is due to a cascading factor. The MOD went on appeal in the first case say two years back and therefore could not get out of it by not filing appeal in the forthcoming cases. They did it becoz they did not want to be shown as partisan//

The Military top brass along with their military bureaucracy are primarily responsible for the degradation and neglect of welfare and status since the day of Independence more so on the preparation for war. There is total welfare alzeimers in the Military along with lack of vital liaison with their civilian counterparts. They should learn from the exiting favourable environment in the MHA wherein the Police and CPOs are getting their status and welfare improved on a daily basis. The Military should tone down the cantonment ego or as the Pope said there should be Alzheimer's of Cantonment syndrome to enable the military to concentrate on welfare which now stands outsourced to veterans!

I am a fan of Modi the person, the administrator and see in him qualities of positive leadership. However he appears to be imprisoned by vested interests just as Manmohan Singh was. the type of the vested lot may differ but their agenda is common to divide and loot India by firing from someone else's shoulders. They are anti discipline and have selfish definition of Nation which is more divisive than inclusive. Their love for the soldier in uniform is opportunistic and not real. Maj navdeep is doing and has done an yeoman's service to the Forces. It will be nice if he can train the serving lawyers in harness in the JA corps to differentiate between Black and White of an issue and stand by truth l

For anyone to state or take the position that tendencies hostile to interests of personnel serving in armed forces, as well as those of veterans, exist only at lower levels of bureaucracy has always struck me as rather insincere if not outright dishonest.

The political class, the bureaucracy and sections representing interests of entrenched sub-sections of uniformed cadres within the upper echelons of armed forces themselves, these all occasionally use the well tried subterfuge of shaking their heads and pointing towards some distant point in the sky as being the source of a problem that they themselves have incubated and set loose.

Besides, for any higher level functionary to pretend he or his peers did not know what was going on is the equivalent of admitting their own incompetence and that they don't deserve to be in the high positions entrusted to them.

There is hardly any interest of defence top brass to project wale-fare related measures to the government. Sufferings of defence personnel particularly of the lower ranks are only armed forces' own creation. Even if Govt intends to look after better way, efforts will be made to misguide such efforts. Putting a sailor in mental hospital for force treatment by Navy and releasing him only after order by Kerala High Court, making its personnel to undergo PRC after discharge from service in IAF even when govt provides all the funds for resettlement are the latest examples of such anti measures.

WHILE WE ARE BLAMING THE BABUS ( higher/ lower both equally resposnsible) ., WE MUST ALSO UNDERSTAND WHAT MAKES THEM SO "INDIFFERENT TO THE PRONOUNCEMENT OF THE TRIBUNALS AND the higher COURTS upto even HSC " ...Their attitude is "who can punish us...come what may".....FEAR IS THE KEY....Contempt Petitions have no meaning IF THEY ARE NOT EFFECTIVE AND TIME-BOUND...they never bring out the desired results...babus know how to circumvent the Contempt....Rank Pay Case and SPS Vains Case contempts?....where are they?...In gutters?.....Are the petitioners short of funds?....so many listing dates.....by dozens?...NEXUS EVERYWHERE PREVENTS CONTEMPT PETITIONS TAKING ANY SHAPE OR REALISE ANY OUTCOME...! Will the hundreds of appealdismissal bring the desired results soon? ...

Dear All, why are you fighting among yourselves by speculating who is to be blamed. Babus want to make money by any means and faujis donot fit in their scheme of mission. Politicians use faujis only when some one dies. Living fauji is of no use to anyone. Money is everything for them. country, society, people, relations etc. come last and every time.

Yes all of you are right that top brass do not genuinely care for their respective services and personals. In fact if they would have been known to be caring of their subordinates, none of them would have been in the positions they are in today. Towing the lines of politicians and bureaucrats and bending backwards is the qualification to reach to the top. Traits such as professionalism, morals, honesty, integrity, bravery etc. are for lower rung cadres and need to be shed off if one desires higher promotions.

We are pursuing a wrong AIM. Our main & only adversary is outdated & 'BEYOND ECONOMICAL REPAIR(BER)' MINISTRY OF DEFENCE(MOD). Organizationally MOD is a defective organization & since its inception has delivered nothing but rather has contributed towards the WASTED SIXTY YEARS OF DEFENCE PREPARATION OF THE NATION. I think 90 percentage of the anomalies are atribuatble to the ignorance and stubborn and senior is always right behavior of the military officers , as myself had a experience of dealing with ms - 7 b , who gives NOC to SS officers for civil jobs .To my utter surprise one Lt Col was sitting there (Staff college and so called high flying type) was dervining divine sediest pleasure by denying it on frevilous excuses and behaving like a yamdutt .But when I approached the AG through a DO and subsequently he got a good counselling love letter from him....but here I would like to say there are only a few are like me who questioned him and approached senior officer.Even most of the anomalies of AMC officers and SS officers are love thoughts of the our brothers in uniform. Every body wakes up when it is too late....wake up younger lot else this bubus will further degrade us to unimaginable level

It is very remarkable judgement passed by Hon'ble Supreme Court. This issue should have been decided earlier but the Modi Govt. Lost this opportunity to take more publicity from soldiers.
