Defence Pay as per 7th Central Pay Commission Pay Matrix, notified

After the removal of the controversial line concerning ‘parity with Central Armed Police Forces’ by the Ministry of Finance (the issue was discussed earlier in this post of 29 July 2016), the Ministry of Defence has issued the notification related to pay of defence personnel of all three services.

The anomalies, including those concerning allowances, have been referred to separate committees.


This paves the way for release of pay as per 7th Central Pay Commission scales.

The notification appears silent on the pensioners and will there be yet another for them as the banks can't be trusted to calculate the applicable multiple of 2.57 or will they do so ??

Hope that orders for Armed Forces Pensioners will also be notified shortly
and Disability element should be paid on percentage basis as applicable for
other central employees.

Can some one explain the purpose of adding three increases in the pay matrix prescribed by 7CPC for Lt Cols because all Lt Cols who are not promoted Cols select are bound to get promotion as Col(TS) on completion of 26 years service under time scale promotion rules

Pay parity of Group-X Diploma holder Sgt with it civilian counterparts is lost in this pay commission. The pay commission, in its report has accepted the need for this parity and thereby suggest Group-X pay of 6200 for them because the difference in starting pay between them is 6200. However, pay commission has forgotten that in 6th CPC Group-X Sgt used to get increments on Group-X pay also so that pay parity is maintained throughout the service. In 7th CPC, increments are decided by the pay matrix which is based on existing Pay-in-Band & Grade Pay and doesn't account for Group-X Pay. Thus the pay parity of Group-X diploma holder Sgt with its civilian counterparts is lost just after one increment and is at loss of ₹200 per increments (during initial years of service and it increases to ₹300 at later years). The pay commission is silent on why there's no increments on Group-X pay like it was in 6th CPC.
This issue can be sorted out if separate pay matrices are made for Group-X personnel by including the Group-X pay in the pay matrix itself.

Status of Defence Forces vis a vis Civilians: I quote from page 88 of 7th CPC report:

“Pay Levels Unique to Defence Forces Personnel: Pay levels corresponding to the existing GP 3400, GP 5700, GP 6100, GP 6600, GP 7600, GP 8000, GP 8400, GP 8700, GP 8900 and GP 9000 are unique to defence forces personnel. The minimum pay corresponding to each of these pay levels takes into account the normative residency period of the various ranks of officers.
The Commission emphasises that the pay structure designed by it for the defence forces personnel has been done keeping in view
(a) some of the aspects in their rank structure unique to them and
(b) pay structure is not intended to determine the status of the personnel vis-à-vis their counterparts on the civil side.”

Therefore it is absolutely clear that pay structure has nothing to do with status. Seventh pay commission has even abolished Grade Pay system. NFFU granted to a civilian just gives him a financial benefit. It is non functional, hence he can not even claim it to be a status enhancement. Similarly other civilian and police officers cannot claim a higher status on the basis of higher grade pay. Therefore, pay has never been an issue to decide the status of defence personnel.

Whether civilians get paid more than military is a debatable issue left for discussion on another day. The only comparison between military and civilians is given in the warrant of precedence. There we score high. It is a different subject, can be discussed separately.

Status of Defence Officers with in Military Ranks: With in services itself hundreds of Officers junior in Rank/ status are drawing more salary than their seniors. For example as per sixth pay scale matrix, Brigs on top of the scale (Basic 67000/-+ GP 8900+ MSP 6000= 81900) ARE DRAWING MORE THAN ARMY COMMANDERS at a fixed salary of Rest 80,000. There were 26 Brig equivalent drawing more than the Army Commanders. Similarly DGAFMS draws Rs 85000/-, higher than an Army Commander. The situation has become more favourable for juniors under seventh CPC Matrix to draw more pay than senior ranks. The top of scale for Lt Cols (2,10,700/-+ MSP 15500=226200), Col (214000+15500=229500) and Brig(217600+15500=233100) is more than that of an Army Commander fixed at 2,25,000/-.

Does that mean that a Col can summon a Lt Gen TO HIS OFFICE FOR A ML on the grounds that he draws higher pay? Could mean a happy situation for passed overs resulting in an inverted pyramid.


The revised Pay Matrix vide Govt. resolution quoted above: In the revised pay matrix (attached) additional stages in Lt Col , Col and Brig ranks have given a great edge to these ranks. Most of the officers retire as Cols and Brigs. Let us take the case of Cadet KK Sahare (Kismat Ke Sahare, popularly known as KK). KK is a happy go lucky hard working fellow. Managed to throw his cap up at IMA on his 21ST birthday. He threw a party on his 34th birthday to celeberate his Lt Col rank. His basic pay jumped to Rs 1,16700/-(as in 7th CPC). Subsequently he saw juniors by passing him due to pyramidal structure but was not unduly worried because every year he saw a jump in his pay slip. On his 47 th birthday he was promoted again to become a substantive Col and his pay jumped to 179200. He retired on his 54th birthday drawing a basic 214000/- + MSP 15500= 229500/-.In the same month his CO retired as an Army Commander on his 60th birthday drawing a pay of Rs 225000/-, less than what KK was drawing. Now KK is drawing more pension than his CO.

Based on the above example it is quite evident that under new pay matrix, Cols will draw more pension than the elites on Apex scale of Rest 225000, like IAS secretaries, IPS heads of police forces and Army Commanders. Hudreds of juniors ranks will draw more pay and pension than their senior ranks. The only persons drawing more pension than KK will be Brigs, the military Chiefs and Chief Secretaries.

Will we follow the inverted pyramid by following the seniority principle based on pay?

Sir you said be patient and watch. The govt had corrected nothing. Now again a futile battle to eighth pay commission to correct the anomalies. It just gets worse. What is the solution?

Revsion ,OROP IS EFECTIVE FROM 1 JULY 2014, AS PER OROP NOTIFICATION ,REVISION
EVERY FIVE YEARS.
NAVADDEP CAN YOU THROUGH SOME LIGHT AND ANALYSE.

Dear Maj Navdeep
Kindly clarify the status of OROP for officers taken PMR after 20 yrs of service, the last govt letter in the blog says that its not applicable ..only news paper says about PM's assurance for grant of OROP to PMR officers.
Secondly please update on the latest on 7CPC implementation for Armed forces ...any chance of getting it before the festival season .
I must appreciate your sincere effort to keep the environment aware of the latest burning issues.

Sir Govt notification as mentioned in Your blog has not YET been promulgated by DESW MIN OF DEFENCE. Also there is no news on it on print/electronic media. I think Govt is rethinking on it. What is your reaction.

Maj Navdeep,Is someone thinking of raising an issue of increase in Gallantry Award winner pensions.Like I am getting just Rs 1000 PM for my SENA MEDAL( gallantry) in addition to my normal pension.

Land mark Order by CAT Bangalore. Commissioned officers joining as direct recruits after earning pension can now fix their pay at the minimum of the pay scale of the re-employed post joined with pension fully ignored(that means eligible for DA on the pension as per Supreme Court orders) and hence more beneficial. This is as per 6th CPC guidelines on pay fixation policy of re-employed pensioners issued by Govt of India OM dated 5 April 10. This against the conventional mindset problem and practice of CDA's in that pay of commissioned officers can only be fixed with pay protection but with pension reduced from during pay fixation and this means reduced pay and not eligible for DA on the residual pension earned(being done for superannuated officer's joining on re-employment on temporary basis and not as regular employees with seniority and career prospects. This new provision was existing only for PBOR's earlier. Order on receipt will be uploaded in this site for the benefit of all commissioned officers who seek premature retirement with pension and join other Govt organisations on re-employment.
