Repeated queries on Children Education Allowance (CEA) and clarification by the Govt thereon

There remain certain grey areas amongst the general populace regarding the applicability and modalities of Children Education Allowance.

Most of the common queries on the issue were answered way back in November 2008 by the DoPT through a formal office memorandum which can be accessed by clicking here.

Any other interpretation on Children Education Allowance has no sanctity in the eyes of the Government of India.

An interesting query on the subject was forwarded to me by a civil central govt officer – Whether CEA would be applicable to more than two children if twins are born after the first child ? The answer is Yes and even this query is replied to in the ibid Govt OM. And yes, officers on Study Leave are also entitled to claim CEA.

No countersignature required. Need to forward claim along with original school receipts under own signature. Includes all types of fees including uniform and books.

Govt employees get too much for what little and in-efficient work they do. I dont mean the armed forces but the Civil Services !

I don't think CEA is taxable as its a reimbursement and not paid as allowance per say (i.e you have to claim it on contigent bill and produce receipts for the same.) However this is my interpretation and i am not 100% sure.

What is the appelate authority for CDA(O)? Whom should we get in touch if the CDA(O) incl the Pr Controller do not respond to repeated correspondence due to wrong settlement of claims. Is their any appeal to CDA(O)'s interpretation of correctness of a calim? Can precendence of settlement of a similar claim by other armed forces organistaions be used as argument for CDA(O)???? Can somebody enlighten us on these matters. Maj Navdeep please.

As per the latest govt orders CEA is applicable from class Montensory /LKG to class12.By this order everybody would force their kids aged between 3 to 5 years thus depriving them of their infant hood and parents love. when right to education defines elementary education from class 1 to class 12 then why this anomaly and aberration? Instead govt should reconsider its decision to make CEA applicable from class 1 to graduation level.By doing so babu's at the finance ministry should not have any objections as there is no extra expenditure involved.Lets not overburden our future generations.

Dear Navdeep,

There is lot of confusion on calculating HRA exemption eg what constitutes salary (Basic,GP,MSP,DA,Allowances etc). In addition we receive HRA from CDA(O) generally in next financial year so how do we account it for Income Tax. Also in one financial year we may get HRA for less than or more than 12 months. You will be doing a yeoman's service for defence community if a comrehensive post is put by you addressing these issues for calculating HRA exemption as a lot of us are losing money due to ignorance of rules on the subject.Presently CDA(O) is adding the entire HRA in the taxable income and leaving it to be claimed by officers from IT authorities Thanks.

What if CDA(O) is not responding and wrongly interpted the order.?

What is the rationale behind leaving out college students from the CEA & hostel subsidy? Can something be done to address this anoamly?
